Renting a home in Andorra

How leases work in Andorra, the minimum term, deposit and fees, the rent freeze, what rent includes, seasonal lets and where rents are lower.

Most people who move to Andorra rent first, and many rent for years. Supply of long-term rentals is tight, especially in the capital area, and good flats let quickly. This guide explains how leases work, what you pay at the start and every month, the Government's measures on rents, and how rents compare across the parishes.

How renting works

Most long-term lets go through an estate agency; some owners let directly. You view, apply with your documents, and if the landlord accepts you sign a written lease and pay the deposit and the agency's fee. Leases are governed by the urban leases law, the Llei d'arrendaments de finques urbanes of 1999, amended several times since, and by the housing emergency measures renewed each year since 2020 (2026). Leases are in Catalan; ask for a translation if you need one.

Minimum term

For a home used as your main residence, you may stay for the legal minimum term even if the contract states a shorter one. Since the 2019 reforms the minimum is five years. The tenant can usually leave earlier with notice as set in the contract; the landlord cannot end the lease early except on the grounds the law allows, such as non-payment.

Deposit and agency fee

  • Deposit (fiança). Customarily one month's rent for an unfurnished home and two months for a furnished one (2026). It is returned at the end, less any unpaid rent or damage beyond normal wear.
  • Agency fee. Commonly one month's rent plus IGI at 4.5%, paid by the tenant (2026).
  • First month's rent, paid at signing. Budget for about three months' rent up front, more for a furnished home.

Documents

Landlords and agencies usually ask for a passport or residence card, an employment contract or recent payslips, and sometimes a bank reference or a guarantor. A non-resident cannot usually sign a long lease without having applied for a residence permit, and the residence application itself asks for a lease or a deed, so the two steps are often done together. A company can sign the lease for an employee.

The rent freeze and contract extensions

Since 2020 the Government has renewed, each year, measures that limit rent increases and automatically extend leases that reach their end date, as part of the housing emergency legislation. Outside these measures, the rent is reviewed once a year by the consumer price index unless the contract says otherwise. Because the rules change each year, ask the agency or the Government's housing service which regime applies to your lease before you sign and before any renewal.

What the rent includes

In most contracts the rent covers the home and the community fees, and you pay the utilities on top (2026):

  • Electricity, contracted with FEDA in your name.
  • Water and rubbish collection, billed by the comú.
  • Heating. In buildings with communal heating it is often charged with the community costs or by meter; in others it is electric or individual. Ask for last winter's cost: at altitude it is a large part of the monthly total.
  • Internet and phone from Andorra Telecom.

A parking space is often let separately; check the advert and the contract.

Furnished or unfurnished

Long-term flats are let both ways. A furnished flat costs more and usually carries a larger deposit; an unfurnished one may come without kitchen appliances. Agree an inventory with photographs at signing so the deposit can be settled fairly at the end.

Seasonal and ski-season lets

In Canillo, Encamp (including Pas de la Casa) and La Massana, many flats are let for the ski season, usually from December to April. Rents for the season are higher per month than long-term rents, and owners may prefer seasonal lets, which reduces long-term supply in those parishes in winter. A seasonal contract is not a main residence lease and does not give you the minimum term.

Tourist lets

Letting a home to tourists by the night or week requires registration as tourist accommodation (habitatge d'ús turístic, HUT) with the comú and the Government, and new registrations are restricted in the capital area. If you plan to buy to let to tourists, check the rules for the specific building before you commit.

Tenant and landlord obligations

  • The tenant pays the rent and utilities on time, uses the home as agreed, looks after it, pays for small everyday repairs, and asks the landlord's permission before sub-letting or making works.
  • The landlord delivers the home in habitable condition, carries out necessary repairs to the structure and installations, respects the legal term and the rent rules, and returns the deposit at the end.

The table gives the current order. As a rule, rents per square metre are highest in Andorra la Vella and Escaldes-Engordany, where most jobs, shops and services are. Sant Julià de Lòria and the valley towns of Encamp are generally more affordable, and La Massana and Ordino attract families looking for more space at a price between the two. In Canillo and around Pas de la Casa the long-term market is small and rents depend on the ski season. Compare the €/m² column, not only the median rent, since flats differ in size across the parishes. To search, see homes for rent in Andorra, and read the parish guides, such as living in Sant Julià de Lòria or living in La Massana, before you choose.

Laws and taxes change. This guide is general information, not legal advice: check with a notary or an adviser before you sign.

Frequently asked questions

How long is a rental contract in Andorra?

For a main residence the tenant may stay for the legal minimum term, five years since the 2019 reforms, even if the contract states less (2026). Ask the agency to confirm the term that applies to your lease. Seasonal and tourist lets do not carry the minimum term.

How much do I pay up front to rent a flat?

Usually the first month's rent, a deposit of one month (two for a furnished flat) and the agency's fee of about one month plus IGI (2026). That is about three months' rent before you move in. Utilities are paid separately each month.

Can rents go up every year?

Leases normally allow a yearly review by the consumer price index. Since 2020 the Government has limited increases and extended expiring leases through measures renewed each year (2026). Check which measure is in force when your lease starts and when it renews.

Is heating included in the rent?

Usually not. Electricity and water are usually on top, and heating is either charged with the building's communal costs or paid by you as electricity or fuel. Ask for last winter's heating cost before you sign.

Can I rent in Andorra without residency?

Landlords usually ask for a residence permit application, a work contract or payslips before signing a long lease. The residence application in turn asks for a lease or a deed, so many newcomers arrange the two together, often with the help of an employer or a specialist firm. Short and seasonal lets are easier to get without residency.
